How do ultrasonic pet trainers work?

I have a large german shepherd next door that barks at my boxer/beagle mix everytime she goes out to potty. Most of the time my dog won't do her business because she is scared of the dog next door. I've considered purchasing one of those "Dog Dazer" ultrasonic pet trainers to use on the menace dog when it barks, but I'm worried that it will effect my dog too. Does it only work at the dog its pointed at, or will any dog in the vicinity be effected?
To clarify, I'm referring to the remote trainer, not one associated with a collar.

They are GREAT for making a dog quit a behavior, such as to stop them barking. We use one in the kennels at the vet clinic where I work. They do, however, affect every dog that is near it - any dog that can hear the noise. It basically is just a distraction. Some dogs don't do anything when you push the button, they just ignore it. Others act afraid of it. I try to use it only when there are either several dogs that won't stop barking, or if there is just one dog in the kennel and it wont stop barking. I try to avoid using it if there is a dog in the kennel that's afraid of it. Each dog will react differently. There's really no way to know how your dog or the other dog will act until you try it. i would look for a cheap one on e-bay or something rather than spending money on a brand new one to find that your dog is either scared of it or the other dog isn't affected by it.

And they can be really annoying, so you have to weigh how annoying the thing itself is against how annoying the dogs are. It's very, very high pitched and grates on the nerves terribly.
