What size would a tiny puppy's neck be?

I'm buying stuff for the new puppy I'm bringing home in August. She'll be roughly two pounds when I bring her home and will mature to 4-7 and I'm wondering how many inches because I'm buying a pet necklace instead of a collar so nobody forgets and uses her collar to walk her instead of her harness and on some an XS is 7" and on some it's 9".
