How do I finish this knitted dog sweater pattern?

What do I do after row 6? I'm stumped after that. Am I working one side of the sweater and then the other and sew together. I just don't see it. Thanks!
I found the rest of the directions, but do I start with those for the caplet and then go to the cable knit sweater or do i start w/cable sweater first then where do i pick up on the other directions? I'm still confused.

Assuming that you want to do the cable design, you follow Fifi's caplet pattern except you would put the cable design across the middle 24 stitches down the length instead of leaving it as stockinette.

The cable design looks a more masculine version and you would do it without the ruffle.
