How can I get my 4 month old pup/ dog to go outside?

Everytime we try to take Snoopy outside, he just sits on the grass and looks around or he'll sit for 3 seconds and then run to the front door, sit, and try to go inside. Also, we may go out to the patio and he'll sit on the swing, but he hates sitting on the concrete. He enjoys being outside... but I think that he just doesnt like walking around or playing there; reason being that as soon as we come back in, he runs around, plays, and becomes even more excited! Even when we took him to the park, he ran to the car and sat right under the door. As soon as I opened it, he jumped in his kennel cab and wouldn't come back out until we got back home. I know that he needs to walk to be healthy. How can I get him to enjoy being outside? How can I train him to play outside?

Sounds simple right? "Just put him on a leash"...but girl I have a 5 month old sheltie collie and he is afraid of the wind..his shadow...cars...a God forbid the garbage man come and pick up the dumpster he would pee himself for sure!!! Just be consistent and keep doing the same routine and he will get it...I mean Shady has gotten a lot better! Good Luck...Remember that a puppy will never be trained this young..they take work and staying uniformed..they are a lot like children...and I have a 2 year old and a puppy!!AAAAAA
