Yes it is very cute! It is also FUN for the child, onlookers, and the dog. No it is not cruel as long as the weight matches the dogs ability and the dog isn't forced. I have known dogs who loved it. I knew one who learned to be guided by the driver. Note the smile on this dogs face!
