Puppy keeps panting?

Hi everyone.
I am a first time dog owner. I have a 3month old bichon. Last few nights he has started panting while biting the blanket and keeps switching places to sit. I don't know what's wrong with him. I take him to a bowl with lots of fresh water, he only takes 1 little sip. This keeps happening when it's time for bedtime and sometimes in the morning. Tonight I had a cup of water and he was panting again so I let him drink out of the cup, he kept drinking and drinking!! and finally calmed down. Now I am confused, is this because he doesn't want to drink out of his own bowl? (stainless steel). But still I don't know what the panting is about if I take him to the bowl and he doesn't drink. Helpful answers are appreciated for this first-time dog owner! Thank you!

I've had dogs for years, and if this was my dog, I'd bring him to a vet. This doesn't sound right, alarm bells are going off in my head.
