Dog barks way too much? Bark Collar?

We are fostering a dog and he is very sweet but he barks so much so loud. The dog we own used to bark at the beginning when he was a puppy, but it was easy to train him out of it. This dog is an adult and was abused. He is great with everything else, but he is not responding to the no-barking training. He is also causing my quiet dog to start barking again.

I am thinking a bark collar is the only solution. What kind do you most reccomend? I do not really like the idea of a shock one, but I understand there are other types. Do they work just as well?
I only do not like the idea of shocking this dog because of its past, but I would use it. I would rather him be with me and my home for awhile than sitting in a shelter.

I have yet to meet a dog with whom water is not effective (and that includes my chihuahua, whose former owner was forced to surrender her because of her barking).

I use a verbal correction, backed up by a physical correction (if verbal is ignored), backed up by a spray of water (if the physical correction is ignored).

I would try that route before resorting to an anti bark collar, primarily because the collar has no intelligence, and cannot judge the situation when the dog barks. I WANT my dogs to let me know when someone comes to the door. I do not want them to continue barking after I have answered the door, and I do not want them fence fighting with other dogs, either.

I have eight dogs right now, and they have all been taught to bark only when it is appropriate.
